In 1987, the U.S. Congress established the Baldrige National Quality Program to foster Performance Excellence in U.S. businesses. The program is named for Malcolm Baldrige, who served as Secretary of Commerce from 1981 to his death in 1987. The program establishes a set of criteria that embody the methods utilized by the best performing businesses in the country. There are 7 categories of Criteria which focus on how a company is operated:
